The Failure of the 28-Article Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the introduction of a new 28-point plan for resolving the conflict appeared – momentarily – to have been contained. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of conflicting incidents captured the grim essence of the current period. By day, political struggles are fought: optimistic declarations are released from multiple capitals. Significant resources is expended on managing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".

After-Dark Attacks

As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor rocket firings from across the border, a capacity provided through timely intelligence. From observation points, military aircraft that had been dispatched to counter approaching aerial threats roared overhead – modern combat jets delivered to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense engaged: several firings deployed against a hostile projectile. This was a modern interception technology at work, most likely supplied through Western nations. Every deployment shakes the surroundings, rattling buildings. The brief panic quickly becomes resigned acknowledgment: perhaps the approaching threat won't hit its mark this time, preventing destruction from devastation and another blackout.

Continuous Dangers

Not long after, a heavy machine gun opened up on a drone in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its destination.

Intermittently, this persisted until dawn. Kyiv awoke to the morning news: several casualties, damage and utility failures in many homes as a result of the night's assault. As always, everyone still went about their day – enduring hostilities. But those 24 hours demonstrated Ukraine's critical military reliance on Western support – a need that neighboring countries are clearly incapable to fill in the short term.

Ineffective Peace Efforts

The comprehensive proposal from Washington sparked intense emotion, discussion and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new approach from Washington unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually achieve victory. This cycle will, undoubtedly, continue.

Tactical Assessments

It is tempting to accuse certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. American leadership works based on a assumption well known to international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The White House presumes that it is unrealistic to pressure the Kremlin to abandon the areas that it already controls in Ukraine's occupied territories.

The issue is that while acknowledging this situation, Washington does little to discourage Russia, through words or deeds, from assuming that the status quo will not change more in its advantage in the months ahead.

Divergent Views

Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their reason to sign a deal that does not give them the maximum possible gain is close to zero. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding lives and land but averting a complete military breakdown until conditions improve in its advantage.

Existing Situation

Factually, there are no real preconditions for a armistice. Now, personal considerations are becoming relevant: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their task will now be considerably more difficult after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Summary and Prospects

It took a just a single week to terminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, current information leaks, all served their function.

While new proposals based on old ideas are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and show specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, largely rely on ongoing international assistance.
